Terry Miller
An honest and accountable future for Harrison County
Terry Miller is a lifelong resident and servant of Harrison County. He attended grade school at St. Joseph’s, and graduated from South Central High School in 1968. After finishing high school, Terry served 4 years in the Air Force as Security Police. Following his service, he was a machinist for Louisville & Nashville Railroad until the company left Louisville in 1988. At the age of 39, Terry was selected to complete the term of former Harrison County Commissioner F. Wayne Brown following his untimely death. He went on to finish 4 terms as county commissioner, serving in the role for a total of 17.5 years - only missing one meeting due to the Swine Flu. As Harrison County Commissioner, some of his greatest achievements include:
— Bringing over 2,000 jobs to Harrison County
— Negotiating the Caesar’s World package (Caesar’s Palace, Chariot Run, & Harrison County Community Foundation)
— Building the Correction Center, under budget with no new taxes
— Remodeling the old Hospital on Atwood St., also under budget without new taxes
— Acquiring a $500k grant to extend water service in Taylor Township
— Implementing a full-time ambulance service for the whole county
— Constructing dozens of new bridges all over the county
— Repaving & modernizing roads across the county, replacing chip & seal
— Starting a free spay and neuter program
In addition to his service as Commissioner, he was the Superintendent of Elizabeth water from 1993-2012.
Terry attends Our Lady of Perpetual Help church, and is a member of the Knights of Columbus. He is also a member of the Elizabeth American Legion. You are almost guaranteed to see him sitting in the front row of every South Central basketball game.
Despite still being on a scooter in recovery from ankle surgery, Terry decided he had an obligation to Harrison County's people: to restore honesty and accountability to their local government.
The "Why"
Terry was recently interviewed
by Sarah Blessing from Project Next. In the interview, they discuss the recent accountability
issues in Harrison County's local government — which has faced repeat writeups in its
last 5 Indiana State audits — and his plan to fix it. When asked about why he decided to run
for the position, he said:
“I didn’t necessarily aspire to be county auditor, but it needed to be done, and nobody
else would do it, so I said, well, I’ll take care of the project…I think you have to have
dedicated people who are going to do their job…once a person is elected to such a position
as auditor, you’ve got a job to do, it doesn’t matter if you’re a Democrat or Republican…
you represent the people of Harrison County.”

Terry has spent his life in service of those around him. Below are just a few of his proudest moments in that pursuit:
Air Force Service
Terry served the United States Air Force as Security Police from 1970-1974. He was stationed at Offutt AFB in Nebraska, Kunsan AB in Korea, and Grissom AFB in Indiana. He achieved rank of Staff Sergeant E-5.
